Crown agencies provide essential services and infrastructure in areas such as education, health, social housing, transport, legal and justice services. Under section 294 of the Environmental Planning and Assessment Regulation 2021, Crown includes public authorities (other than councils), Australian universities, TAFE establishments and Crown cemetery operators.
